Shelia is a 50-year resident of North Lake Tahoe, spending 37 years in Incline Village . She is the former IVGID Director of Parks & Recreation (2021-2024), collaborating with key community partners to maximize the health & wellness of residents in Incline Village/Crystal Bay. Shelia is also credited with serving Incline Village/Crystal Bay through the creation of the award-winning IVGID Senior Programs (2005 – 2013), is the co-founder of the Incline Village/Crystal Bay Veterans Club, and the former IVGID Health Wellness and Fitness Manager (2016 – 2021). From 2001-2004 she gained valuable experience servicing area non-profits as the Operations Manager for the Parasol Tahoe Community Foundation.

As a volunteer for over 25 years, Shelia’s roles have included local involvement as the Incline Elementary School Jog-a-thon Chair (1998 – 2003) and Incline High School Boosters Club Vice President and President (2007 – 2009). She is the co-founder and a current board member of the Incline Tahoe Foundation, focusing on community projects that support recreation, fitness and health & wellness in the Incline Village/Crystal Bay Community. Shelia was a board member of Red White Tahoe Blue for nine years facilitating the festival’s veteran events and is currently serving as co-chair of the newly formed Red White and Tahoe Blue II board. She is a former co-President and current member of the Rotary Club of Tahoe – Incline. 

Secretary

John is a longtime Incline Village resident and public servant with a background in libraries, community engagement, and technology. He previously managed the Incline Village Library and now serves as Business Intelligence Program Manager for Washoe County Community Services Department, helping teams use data and technology to improve public services. John has served on the IVCBA Board since 2022 and brings a community-centered perspective to supporting Incline Village/Crystal Bay.

Treasurer

Rick Sweeney was raised outside of Truckee, has been a part of Incline Village since 1979. He became a full-time resident in 2006. 

He is a Retired Mortgage Professional in multiple States. He specialized in fraud victims and people who were hurt by predatory lending in the 2000’s. Previously, Rick served twenty years with the Berkeley Police Department in patrol, mountain bike unit, drug task force, Swat Team, and detective work in sex crimes and economic crimes. He speaks regularly to Senior groups on Safety and Fraud prevention and money management.

Rick does extensive volunteer work in the community. He serves with Team Rubicon, that helps communities by mobilizing veterans to continue their service, leveraging their skills and experience to help people by responding, to natural disasters and humanitarian crises.  He is a member of the Washoe County Emergency Management volunteers as a planner and communications team member. Also serves as Chief volunteer pooper scooper at Pet Network.

Rick received a Bachelor of Science degree from California State Polytechnic University San Luis Obispo, and UC San Diego. He received his Masters in Business Administration from Saint Mary’s College. He is on of the Board of Directors of The Worldwide Farmers Exchange, which provide opportunities for men and women from around the world to improve agricultural skills while experiencing a different culture by living and working in another country. But the most rewarding is being Treasurer and working with Options Recovery Services, a drug and Alcohol addiction treatment program in the SF Bay Area.

Rick has two daughters, Meghan and Gillian, plus the 4 Exchange Students who still call him “Dad”.  He is married to Lu, a neonatal intensive care nurse. He is Past President of the Rotary Club of Incline Village. Currently he is the Area Governor, District Youth Protection Officer, and became the Rotary Youth Exchange Assistant Responsible Officer; the liaison between Rotary and the US Department of State.

Past President, Executive Director, and Founder

Linda Offerdahl and her husband Richard moved to Incline Village from Minnesota in 1988 to start a family. They have been an integral part of the community ever since, serving on boards and engaging in philanthropy. Her local accomplishments include running numerous MOMS groups, early board member of the Children’s Cabinet, establishing the K-16 Council that first brought educational standards to Incline Schools, President of CYMBAL and board member emeritus, and board member of the Boys and Girls Club North Lake Tahoe when it established the Duffield Youth Center in Incline Village. She was one of the original founders of the Incline Star Follies when she was President of the IES PTA. She was President of AAUW from 1992-94 and was instrumental in growing the organization from 25 to 150 members. She is a member of the Rotary Club of Tahoe-Incline, where her accomplishments include President from 2017-18, and playing an active role in the Battleborn Chili Cook-off and Best Ball for a Cause fundraisers.

In 2006, Linda started her own business, Dress the Part(y) for Charity in the Village Center. Shortly after that, the original ICBA, was founded, then re-formed as the IVCBA, the Incline Village Crystal Bay Community and Business Association, in 2020. After graduating from St. Cloud State University in Minnesota, Linda was a teacher for 5 years. At that time, she went back to school to get an MBA from the Thunderbird American School of International Management in Arizona. Before moving to Incline Village and “trading in the briefcase for a diaper bag”, Linda worked as a product manager for Lee Data in Eden Prairie, Minnesota.

Fiscal Guidance

Craig is the president of Ashley Quinn, CPAs. He graduated from the University of California, Davis in 1983 with a Bachelor of Science degree in Managerial Economics, and began his professional career in the private sector, where he held controllership and managerial positions with a Bay Area engineering firm, as well as the Squaw Valley Ski Corporation. In 1992, he joined Ashley Quinn, CPAs, and is licensed as a Certified Public Accountant in Nevada and California.

Craig received a Masters degree in Business Administration from the University of Nevada, Reno in 1995. Craig is a member of the American Institute of Certified Public Accountants, as well as the California Society of Certified Public Accountants. In 1993, his educational achievements resulted in his admission to Beta Gamma Sigma, the national honor society for collegiate schools of business. Other affiliations include Founder, Treasurer and Board Member of the North Tahoe High School Boosters Club, and active member of the Truckee Alliance for Musical Arts. Craig moved to Reno, Nevada in 2010 after living in Squaw Valley, California for 23 years. He enjoys high altitude mountaineering, backcountry skiing, traveling, and playing the piano.

Community Liaison

Jenny Molinelli brings over 15 years of experience in strategic planning and operations to the IVCBA Board. She previously served as SVP of People & Operations at Ridgeline and as a Director at Meta. During her tenure at Ridgeline, she helped establish the company’s presence in Incline Village as an early IVCBA member before scaling operations to Reno and nationwide. She is also a graduate of the inaugural Washoe Tahoe Academy sponsored by IVCBA.

Currently, Jenny serves as a tech advisor and board member for several mission-focused initiatives in Northern Nevada. In addition to her work with the IVCBA, she is the Vice Chair and Governance Committee Chair for the Lake Tahoe School Board of Trustees and serves on the Board of Directors for Rebuilding Together Northern Nevada. Her community involvement includes serving as a startup mentor for Tahoe Inc, mentoring at the UNR Honors College, and volunteering with Pet Network, Liberty Dogs, and Sierra Community House.

Jenny holds a B.A. in Engineering from Lafayette College and an MBA from Penn State University. Full-time residents of Incline Village since 2019, Jenny and her husband, Joe, enjoy participating in local sporting, outdoor, and community events with their son and dogs.

Education Liaison

Mary, an almost 20 year Incline Village resident, is the co-founder and Executive Director of the Incline Education Fund.  Before starting IEF, Mary has been active in the Incline community, having held volunteer and board positions at a number of local non-profits. Most notably, she founded InclineServes.org, a grassroots response to the COVID-19 crisis. The undertaking was a collaboration with the Boys & Girls Club of North Lake Tahoe and local restaurants that provided thousands of meals for those in need, while helping our restaurants to stay afloat.

Mary began her career in the hospitality industry (catering, restaurants, and hotel management) before getting her MBA and transitioning to being a small business owner for a number of years. Her twin children (now adults) grew up locally and attended Incline schools from K-12. She lives in Incline Village full-time with her husband, Barry and their beloved dog, Duncan.

Community and Main Street Design Liaison

Stephen, is an Architect, Planner, and Licensed General Contractor that specializes in residential units, mostly affordable multi family or government subsidized. He lends his expertise to the Main Street Beautification and Tahoe Washoe Housing Projects as a Board Member of IVCBA.

Jason Jurss is the owner of Happy Tiers Café & Bakery in Incline Village. His wife Andrea began making cakes out of her home in 2016 and through a global pandemic, wildfires & many bureaucratic obstacles they have built a successful and growing business in North Lake Tahoe which has become a staple of the community!

If you ask him, he will tell you that he is just a farm kid and bartender! Raised on his grandma Lucyann’s honeybee farm in Osteen, Florida he is a product of a youth defined by hard work, independence and industrialism. “My career in the hospitality industry began, as soon as I could drive out of the woods, at age 16”, he says jokingly. A lifetime of dedication in the highly competitive hospitality industry in Central Florida, learning, practicing and applying fundamentals of success eventually lead to him becoming an operating partner in businesses in which he could call himself an owner. Having worked in every position from dishwasher to regional manager, then partner & eventually sole owner, he is truly an expert in the hospitality industry.

Believing in what he calls the “Ampersand Philosophy”, in which a person is defined not only by what they do, but also who they are & the impact they have on those around them. He is most proud to be husband to Andrea & father to Alexis and Heath. Grandmas’ honeybee farm is where he is from, Central Florida is where he learned & grew professionally and Tahoe will always be his home!

One of his current missions is to help others by communicating what can be done for businesses to overcome obstacles that are synonymous with entrepreneurialism in any market & also specifically in Tahoe. “Every market is unique, having benefits and challenges that may greatly differ from markets that are familiar to you. Deeply connected to Reno/Tahoe, Kathy loves the area for its familiarity. As an entrepreneur, Kathy builds on those relationships. She understands that being part of a community means being responsible for that community.

Kathy’s dedication to her community can be traced to JFK’s famous phrase: “Ask not what your Country can do for you, ask what you can do for your Country.” She clearly has adapted this principle to both her personal and professional endeavors. This translates into her strong support of local merchants, her time volunteering, and the love for her family and friends. Kathy currently serves as a board member for: Donner Party Mountain Runners, EJ Tegner Youth Golf Foundation, and Incline Village Crystal Bay Community and Business Association.

For over 35 years, Lee has created award-winning branding, marketing, communication, public relations, and advertising programs for public and private corporations through the United States and Latin America. Throughout her career, formal education, and community service, Lee has excelled at and pioneered the concept of connectivity, communication, and the power of relationship marketing.

Her credentials include a BA in Journalism/Public Relations from the University of Southern California. She was awarded ‘Marketer of the Year’ from the Nevada Chapter of the American Marketing Association and holds a ‘Silver Dollar Award of Excellence’ from the International Association of Business Communicators.

In her free time, Lee thoroughly enjoys volunteering for a variety of non-profit organizations throughout the USA and right here in Incline Village as our Communications representative on the Board of Directors. Throughout her decades of residency in Lake Tahoe, Lee has championed any opportunity to share her time and insight to enhance the community and its organizations for all the right reasons.
