The Tahoe Regional Planning Agency (TRPA) recognizes that affordable housing is vital for the health of our environment and communities.

Many who live and work in the Lake Tahoe Basin are affected by the housing crisis, particularly workers who must commute in from neighboring areas and those who experience sub-standard housing conditions.

To address this, TRPA has embarked on a multiyear project to update the Lake Tahoe Regional Plan, making housing more accessible while maintaining and improving environmental protections. The Cultivating Community, Conserving the Basin project promotes equity and climate resilience through improved growth management and meaningful community engagement. Together, we can ensure that everyone in Lake Tahoe has access to affordable, sustainable housing in thriving communities and a healthy environment.

By engaging in regionwide conversations around

Regional Plan policies, you can bring forward important changes in the Tahoe Basin to support your family, your community, and our region’s future. Throughout 2024 and 2025, there will be opportunities to weigh in on updates to the growth management system.

In the News – SOS Outreach and Northstar California Introduce Teenagers to the Ski Industry

SOS Outreach, a nonprofit focused on outdoor-based mentorship, has partnered with Northstar California to introduce teenagers to career paths within the ski industry. This experience represents an element of SOS Outreach’s multi-year curriculum designed to foster a sense of belonging and personal growth in kids and teenagers through skiing and snowboarding, mentorship, community service, social-emotional learning workshops, and career development. Industry Day, an event for middle and high school students in their fourth year of SOS’ Mentor Program, offers a unique behind-the-scenes look at ski resort operations and management. 

In preparation for Industry Day, youth collaborate with their peers and mentors to formulate thoughtful questions for resort leaders. They will tour departments such as snowmaking, ski patrol, lift operations, and food and beverage, learning firsthand about these critical roles and what skills are necessary to succeed.

In The News – Nevada bill seeks to limit speed of watercraft on Lake Tahoe’s shoreline for public safety

A bill in the Nevada Legislature would limit the speed of watercraft on Lake Tahoe near the shoreline.

Senate Bill 106 makes it a misdemeanor to operate a vessel within a 600 foot no-wake zone. It would also limit speeds to 5 nautical miles.

Sponsored by the Tahoe Regional Planning Agency (TRPA), it’s designed to increase public safety.

It is also intended to align Nevada state law with TRPA’s updated shoreline regulations, to ensure consistency for the public and law enforcement, said TRPA executive director Julie Regan.

PINE NUTS – Love March Madness

March Madness, my favorite time of year. One can make wheelbarrows of money betting on hoops during the Big Dance. As the late great Mark Pilarski told me, “Mac, most smart sports bets are based on statistics, but not March Madness. Smart Madness bets are predicated on the heart. If you can judge heart, you’ve got it made.”

Probably because I lived in the Hawaiian Islands for fifteen years, I’m a pretty good judge of heart. The Hawaiian people taught me to think with my heart, and I try to do that as a regular thing, but in March it amounts to positive income.

I was never a good baller myself. I still remember Coach Phillips’s last words to me when he cut me from our high school squad and sent me to the showers, “Layne, this is a TEAM sport!” I had no idea what he was talking about…still don’t.

But, never one to give up, I practiced my trick shots until I had them down, and could challenge my fraternity brothers at the University of Oregon to games of Horse on Friday afternoon to win enough money to go out that night. 

One easy mark was Sam Elliott, who was a nice guy, but a terrible shot. I would bounce the ball off the court and into the bucket, or whip the ball around my back and into the hoop, while Sam could never get the hang of it. I see him on television now and again these days, hawking insurance or something, and only wish I could watch a March Madness game with him at a sports book here at the lake, and buy him a beer for all the money I took off him on the basketball court at the SAE House back there at Oregon…

My pick for this year is Memphis. They are the scrappiest, fastest team out there. I have to believe the Memphis basketball coach went out to the track one day, and asked those track stars, “Hey, you guys wanna learn how to play basketball?” They said yes, and sure enough they did learn how to play basketball, and now they beat everybody up and down the court all night long.

I wish Mark P. were still with us. Mark had the best sports mind in Nevada, and was the most fun to ski with in the morning, watch a game with in the afternoon, then collect our winnings and take our wives out to dinner in the evening. I miss him…

Well, enjoy this year’s Big Dance. Bet with your heart, and don’t forget to dance with the one you brung. Oh, and if the pretty cocktail waitress calls you “George” take it as a compliment, for here in the great state of Nevada, as well as in a few of the other more cultured states in the union, a big tipper is known with abiding affection, as a George…

In honor of Women’s History Month, we at Sierra Community House want to shine a spotlight on two remarkable women who make a difference every day in the lives of the families and children we serve—Miss Irene and Miss Conchita, the dynamic co-teachers at The Family Room. Their unwavering dedication, patience, and collaborative spirit embody the essence of women supporting and empowering one another. 

At The Family Room, Miss Irene and Miss Conchita create an inclusive, nurturing environment where each child’s unique personality is celebrated. Jamie, a caregiver of a child at The Family Room, shared the impact in a beautiful way: 

“My child has a cautious personality, and Miss Irene and Miss Conchita have such a wonderful co-teaching relationship. They include her in the class but also give her the space to participate in the ways she feels comfortable.”

SNOWFEST this Friday & Saturday in Incline Village & Crystal Bay

Snowfest is really coming to Incline this year, thanks in part to Darya Shahvaran with Tahoe Gifting Co., and also a board member of Travel North Tahoe Nevada.  Under her leadership, Christmas Tree Village is having a block party on Saturday! Stroll the entire boardwalk so you don’t miss a thing. Numerous merchants are participating, but Tahoe Gifting is definitely “ground zero” for the party, complete with music.

Starting Friday, join in the fun at Diamond Peak for the UNR at Lake Tahoe Jib Jam from 9:30-3:30, followed by Winter Fest Après fun at the UNR at Lake Tahoe Campus. Food, DJ, Ski movies, and more! AND THEN, it’s off to the Crystal Bay Club for the Electric Flashback Fundraiser for the Diamond Peak Ski Education Foundation.

What! You missed out on a Girl Scout Cookie order?  Find out if you really can pair a cookie with wine at Glasses’ Wine Bar on Thursday and Fridays. Their “official” Snowfest event is Saturday evening with music by the Ellis/Jones band.

As usual, Bowl Incline has both nights covered with Snowfest events, Friday Night Bowls and Beats, SNOWFEST Edition, and Saturday afternoon with the Strike Derby. I recommend trying their new restaurant, Lane 17 Lounge, as well.

For the most unique event, check out the Nevada Nordic Free Heel Fest sponsored by TNTNV and organized by Tahoe Multisport in the meadow and close to where they groom cross country ski trails open to everyone. SATURDAY ALL DAY!

DID YOU KNOW Tahoe Multisport has a portable sauna?? Polar plunges are very popular and best done in conjunction with a sauna!  Check it out, weekends at the boat launch in Tahoe Vista.

In The News – UNR Tahoe students dive into local sustainability

 Sustainability students at the University of Nevada, Reno at Lake Tahoe kicked off the new semester last month, with the new Sustainability Certificate program in just its second cohort. Five students graduated in Fall 2024 with the first cohort, and five more are set to complete the program again in spring. 

The coursework is modeled after the United Nation’s Sustainable Development Goals, in order to answer real-world questions in the basin and region. The program is designed like a study abroad program, giving students based on the Reno campus the opportunity to spend a full semester at the Wayne L. Prim campus in Incline Village. This allows students to fully immerse themselves in their research, much of which is local and in the field.

PINE NUTS – A Time for Civility

Back when I was in high school, I was sure Canada was one humongous hockey rink, our east coast was one humongous museum, and Old England was one humongous mausoleum… Had they awarded a diploma for certainty I would have graduated cum laude.

But now I’m older, and not as certain about things. In truth, the only thing I am sure about anymore is that we Americans are getting better at throwing bricks than laying them. We seem to have lost sight of the fact that the vestige of governing is kindness, and we should do ourselves a great service by placing kindness at the front of every political and diplomatic debate. In a country where we can be anything, let’s be kind, dammit! 

Eventually, we have to come to our senses. In the old sweet days of yore, legislation was an art of compromise. In Ripley’s Believe It or Not, we are still sentient beings with connected souls, and yet in these turbid times, no country, no individual, can afford to be complacent or idle.

Nevada is different from the other 49 states. We attract gamblers and geologists mainly, and jackass rabbits. We don’t take nearly as many anti-depressants as they do in last year’s happiest place, Finland. Here, divorce is an industry, and gambling an institution. We trust everyone, but cut the cards. Yes, in the Great State of Nevada we can still do pretty much whatever we want to do, ‘long as nobody gets hurt, and we don’t frighten the horses. Oh, and as the late great David Toll might like to remind us, “Las Vegas is Mother Earth’s erogenous zone.” A doll at a Vegas gift shop can bring a hundred dollars. Yes, a john will buy it for his date, and that date will return it the next morning for cash. We call it the Vegas bank…

Meanwhile, globalization, AI, Mother Nature and migration are cooking on all four burners with only sous-chefs in the kitchen. Theodore Roosevelt warned us of the dangers of having “a small class of enormously wealthy and economically powerful men, whose chief object is to hold and increase their power.”

Personally, I’ve been a columnist for 45 years now, an impressionist of Mark Twain for 36, an ass for fifty, and am certain of only two things; one, the perfect union of gin and vermouth is a great and sudden glory, and two, we have no permanent enemies, except weapons of mass destruction.

Some say the sweet spot for a long life is 7,000 steps a day, and I would add with deep and abiding affection, that walking to our magnificent Lake of the Sky provides a daily sense of wonder that offers a foretaste of heaven. Reflection, nature, music, good conversation, and civility, are some of the world’s most reliable cures for heartburn at this tenuous moment in time. For the sake of us all, we are here for each other…

Every second Tuesday of 2025, the entrepreneurial spirit of Lake Tahoe comes alive as Tahoe Inc., a cornerstone initiative of the Tahoe Prosperity Center’s Prosperity Playbook, brings together innovators, dreamers, and business leaders from both sides of the California-Nevada state line.

These dynamic, free monthly roundtables rotate through the Basin’s vibrant communities – Tahoe City, Truckee, Incline Village, South Lake Tahoe, and Zephyr Cove – creating a unique ecosystem of mountain-town innovation.

“These roundtables are where mountain innovation meets practical solutions,” says Derrick Martin of the Tahoe Prosperity Center. “From tech startups to outdoor industry pioneers, our diverse community comes together to tackle real challenges and create breakthrough opportunities.
